Safety Enhancement of Elevator Based on Revised Building Standards Act

Abstract of amended Building Standards Law enforced on September 28th, 2009 is to enhance safety by means of three items mentioned below.

1. Obligation of Installing of Door Opening Running Protection Device [Relatd to Article 29, 10-3-1 of Example of Construction]

It is obliged to install a safety device which stops cages automatically in case where cages go up and down before all entrance doors of cages and hoistway shut due to malfunctions of drives or control devices of elevators. Protection device to prevent open door travel is required to be approved by Minister of Land, Infrastructure and Transport.

Door Opening Running Protection Device(UCMP)

(1) Door Opening Running Judgiment Device Board
When one of braking systems or control circuits fails, an independent circuit detects open door travel and stops cages.

(2) Duplication of Control Device
・Rope Type
Two mechanically independent mechanical brakes secure braking force.
・Hydraulic
Two mechanically independent hydraulic check valves secure braking force.

(3) Certain Distance Detector
It detects locations of elevators. Reduplication of switches is required.

(4) Cage Door Switch
A switch for forced separation mechanism or reduplication of switches is required.

(5) Platform Door Switch
It detects the open/close conditions of boarding place doors.
A switch for forced separation mechanism or reduplication of switches is required.


2. Obligation of Installing of Controlled Operation Device at the Time of Earthquake [Related to Enforcement Order Article 129, 10-3-2]

With regard to elevators it is obliged to install a safety device which enables cages to stop automatically in positions of entrance doors and enables doors of cages and hoistway to be opened in case where acceleration caused by earthquake and so on are detected.

Control operation device during earthquake is obliged to be consisted of following devices.

(1) Controled Operation at the Time of Earthquake(Sensor of P Wave and S Wave)
It detects preliminary tremor (P wave) or principal shock (S wave) and stops cages at the nearest floor and evacuates passengers.

(2) Reserve Electric Source(Automatic Reaching Floor Device at the Time of Power Failure or In-house Power Generation Resource)
Stand-by power source is required to prevent passengers from containment when power is down.

3. Enforcement of Safety Measure (Clarification of Standard) [Related to Enforcement Order Article 129, 4 to 10]

To enhance safety measure for elevators technical standards concerning safety of elevators stated that some structure of elevator cages, pivotal supporting parts, haistway, drives and controllers should adopt structural method determined by Minister of Land, Infrastructure and Transport.
